To become a member one must submit to RCMP fraud checks in Canada, appear before a panel of one's peers in Canada and demonstrate competency in the practice of Immigration and allied subjects.

Members are disciplined by a disciplinary committee if they are found to be dealing with their clients unprofessionally.

a) Maybe your friend has managed to make it through to Canada and now feels he can handle your case as well. 

After all, if he knows what medication he's taking, it might seem very tempting to prescribe the same for his best friend.

BUT, when it comes to a life changing decision, would you rather have a specialist look at your case or take a risk with your friend?

b) When looking for an immigration consultant, make sure he is a registered member of CSIC.  In addition, you'll probably want to hire someone with a proven track record, and recognized status in the field of professional immigration consulting.  Ask if you can get in touch with previous clients to get an idea of the level of service they provide.  Lastly, check for any hidden fees that may crop up at a later date.

2. Check that the consultant is a Canadian Citizen or Permanent Resident, especially when dealing with agents outside of Canada.  I'm sure you'd prefer to deal with a Canadian Citizen who has spent a few years living in Canada him/herself and can speak authoritatively on uniquely Canadian issues.

3. Check that the contact information given is not just a phone number and P.O. Box number.
4. Mr. Russell Monsurate has studied the Immigration Regulations and Rules as well as the Immigration Manuals and Operations Memoranda at the University of British Columbia (UBC, Vancouver, Canada) through the Immigration Practitioners Course.  He completed the course with excellent results and not a single re-write of any of the 6 three hour written exams which covered the length and breadth of Canadian Immigration Law and Practice.

 

4. CSIC does not require you to take a course in Immigration Law to qualify as a member.  Check for the consultant's education qualifications and / or participation in the development of the growing immigration field. (see next point)

One error based on a misinterpretation of immigration law is enough to set you back several years and several thousand dollars!

5. Mr. Russell Monsurate was the Secretary for The Association of Immigration Counsel of Canada's (AICC) BC Chapter. He was later appointed the National Treasurer on the National Board of Directors of AICC.

AICC was one of the leading professional Associations in Canada and a major stakeholder with CIC and the Minister of Immigration in the formulation of Immigrations Regulations and Policy over the years.

The Organization of Professional Immigration Consultants (OPIC) was another body of professional Immigration consultants.

As of January 1st 2005, the Canadian Association of Professional Immigration Consultants (CAPIC) was officially established as an amalgamation of AICC and OPIC, creating the largest and most influential immigration professional body in Canada.

5. Being a member of CSIC enables a consultant to represent a client.  However, it does not mean that the consultant is a member of a professional immigration body such as AICC, OPIC or now CAPIC.  Why is this important? See the next point below.

6. Being a member of CAPIC  means ongoing professional development here in Canada.

Mr. Monsurate is privy to the latest information in Immigration Law and Practice as it is formulated. He regularly organized (in collaboration with other Executives of AICC, BC Chapter), regular "Immigration Seminars" where highly qualified Ex-Visa officers, Lawyers and Consultants were invited to address the membership.

These seminars were organized no less than 6 times a year.  Russell also met with like minded members of AICC an additional 6 times a year to discuss information that would enhance a clients application, and to find solutions to difficult immigration scenarios that each member encountered in order to gain valuable insight that would benefit future clients.

These seminar sessions lasted three hours on average and some of them are available on video.

Good question to ask your would be Immigration Counsel.......as Immigration Practice is a constantly evolving on a day to day basis, and most of these so called 'pundits'  who would love to handle your case will rarely make an attempt to attend such gatherings or have any exposure to on going professional education or excellence.
7. Every letter and piece of correspondence that is sent to CIC bears Russell's signature and is examined with a fine tooth comb before submission.

Only Canadian citizens who have passed English at the High School level will ever write up submissions for or deal with your case paperwork.  Due to the nature of our business and subset of clients we attract, we tend not to burden web users with overly flowery or sophisticated language.

Mr. Monsurate himself has spoken at Public Gatherings all over BC, including the prestigious Macmillan Planetarium in Vancouver, BC and at various social gatherings.

7. One of hundreds of employees or sub-agents in any number of cities around the world who have no formal immigration training, or little experience with immigration matters might be doing the paperwork for your case.

Here is the shocker! Most have never been to Canada.

Many will barely pass spoken and written English language tests.

Perhaps these agents who receive second hand  information and work on your case today will impress CIC when it comes to writing your submission brief.  But how do you think your application letter or submission brief would look in front of a Visa officer when it's full of grammatical mistakes and knowledge based errors!

8. As Canadians and citizens of Canada we have certain rights and privileges that will allow us to query your case and read exactly what the CAIPS notes say about you under the auspices of the Privacy Act.

Only a Canadian Citizen or a Permanent Resident with valid documents can make such a request about your file on your behalf.

CAIPS is an acronym for Computer Assisted Immigration Processing System. It is part of the Electronic Data Processing (EDP) system used by the Canadian Immigration offices to process visa applications.

The printout will have the details of the points calculations, immigration officer's notes, program assistant's notes, details of the processing stages passed, etc.

8. If your consultant is based overseas and is not a Canadian or a Permanent Residence they will not have any access to your file under the Privacy Act.

When dealing with an overseas consultant please check to make sure that they are registered members of CSIC and are still Canadian citizens and / or permanent residents..

9. Mr. Monsurate has successfully handled cases pertaining to several categories of Immigration. Skilled Category Worker, Federal Investor Cases, British Columbia PNP cases, Nova Scotia PNP cases, Family Sponsorship Applications, Humanitarian and Compassionate Cases, Fiancée' Sponsorships (now defunct), HRDC Arranged Job Applications and has counseled applicants on the Live in Care Giver Program.

9. Most of them will just handle the Skilled Category Worker Applications.  They will use a "Trial and Error" approach to  learning new categories and are very unlikely to have much exposure to all aspects of Canadian Immigration.

If you have a family or Spousal Sponsorship to hand them, they are likely to just fill up the forms and leave you with the impression that the job is done.

When you wake up to the realization that there is a lot more work to do or that there were ways in which your application could have been better presented to CIC, it might be too late and at that point the firm handling your case is likely to ask you for additional fees to fix the problem.  We have had other clients come to us with horror stories such as these.

10. Simple word of mouth and repeat clientele has been the number one source of new clients to AI.

10. "Large Banner" advertisements making bold claims, clever manipulation of the truth, or  half-truths and usually what is implied is something so spectacular that it is too good to believe.

You will often see TV advertisements appealing to your emotion and greed. Here the operator never need demonstrate their competency.

A Politician will not interfere with the legal process of your application and cannot speed up your case or otherwise influence Immigration Officials.

If you come from a country where bribery is a way of life for all and sundry...you might find Canadian Government Officials a bit disappointing. It is impossible to bribe or influence a Visa Officer much less contact them personally..
